PROFESSIONAL PROFILE
Mr. Neal is an experienced energy professional who provides a unique blend of operational / technical / commercial support, business
development and negotiations support, litigation support and strategic management consulting services to domestic and international clients.
Following a 20 year career in oil and gas operations, international business development, and executive management with a major international
oil and gas operating company, he has served as Consulting Practice leader in international management consulting companies and as Principal with two independent, international consulting firms.
For more than 28 years, he has advised private, public and government clients on oil and gas projects covering a full spectrum of onshore and
offshore upstream energy projects and midstream energy projects— including field development planning, licensing bid round analysis, LNG
liquefaction terminals, LNG regasification terminals, natural gas markets, negotiations, project technical and financial due diligence, and
management strategic advisory services. An expert in the international oil and gas industry, Mr. Neal has served as a leader of the exploration
and production international new ventures for an integrated major oil and gas company. He has also been an advisor on privatization,
restructuring and oil/gas contracts for governments, and other energy sector clients. His in-depth experience also includes:
- Directing project technical due diligence, asset valuation, economic/financial studies, acquisitions and divestitures, privatization.
- Petroleum engineering, reserve audits, platforms and field development cost estimating, contract development, and corporate planning,
- Providing expert witness analysis and litigation support.
Mr. Neal’s clients have included oil and gas companies, developers, host governments, national oil companies, banks, law firms, financial
advisors, investors, and international multi-lateral lenders. International experience includes projects in Europe, Central Asia, Middle East, Africa,
Far East, Pacific Rim, Russia, China, The Caribbean, Central and South America.
