REPRESENTATIVE EXPERIENCE – LNG Liquefaction and Regasification
The ability to monetize stranded natural gas by cost-effectively producing it and transporting it to high value markets has become an important part of the
global energy supply and demand balance. MCDRS has assembled staff with significant prior technical and commercial experience in Liquefied Natural Gas projects, both domestically and
internationally. MCDRS provide teams staffed with the knowledge and experience to provide independent consulting and technical/commercial due diligence for owners, partners and the financial investment
community.
In many of the most important LNG project developments, the natural gas liquefaction plant is one part of the total project design, development, and
operations. MCDRS brings the breadth of knowledge and experience to be able to review the total project from initial gas production to liquefaction, to transportation, and to regasification. Our staff has been
closely associated with various due diligence efforts on the following large integrated LNG projects.
- Equatorial Guinea LNG Liquefaction Project:
reviewed/validated the upstream gas reserve supplies, LPG extraction project plant, LNG liquefaction technology selection, capital costs, operating costs, shipping costs, plant maintenance and operability forecasts, Gas Sales & Purchase Agreements, siting issues, construction schedule, environmental review, project economics, and a fatal flaw analysis as an independent engineer providing due diligence for a project investor considering buy a stake in the project.
- US LNG Regasification Terminal (Confidential):
Independent, owner’s engineer engagement to review and identify siting issues, environmental risks and mitigation, pipeline permitting and route selection, regional market analysis of off-take,
supply analysis, and competitor analysis.
- Pacifico (Bolivia) LNG Liquefaction Export Project:
Independent engineer engagement to review the project description, technology selection, liquefaction capital costs, operating costs, shipping and shipping costs, market analysis of target areas, competitor analysis, fatal flaw analysis, and attractiveness of the project to lenders.
- Port Lavaca Regasification Terminal:
Provided independent technical review and fatal flaw analysis of the proposed project on behalf of a major power provider. The analysis enabled this organization to develop their investment
strategy.
- Trunkline LNG Regasification Terminal:
Analysis of terminal expansion on behalf of the Lenders to the project including facilities review, analysis and endorsement of the project execution, operational costs, and construction schedule and
construction monitoring during implementation.
- Venezuela LNG Liquefaction Project:
Provided independent engineer services to review the project upstream gas supply, the upstream development plan, upstream capital costs, liquefaction technology review, liquefaction capital costs,
plant siting issues, environmental permit issues, plant utility providers / 3rd party services needed, project economic modeling, and fatal flaw identification.
- Sakhalin II Project:
Our staff provided independent technical analysis of project and execution strategy for the project including offshore facilities, onshore separation, pipelines, liquefaction plant and export terminal including
required infrastructure upgrades.
- Trinidad – LNG Production Evaluation:
Our staff advised a client on the supply to and the timing of additional LNG production trains in Trinidad. Our work included a wellhead cost-of-production assessment of the various potential
natural gas supply sources for future trains and our assessment of the host government’s economic position (the gross government revenue) resulting from the selection of supply fields and the timing of the
development for each future LNG train. Our role was to provide our client with an independent view of the government’s positions under the potential scenarios, to help them with planning their
negotiations for declaration of commerciality.
